Career Academy instructors’ technical literacy is vital to the academic success of students. This nonexperimental ex post facto study examined the relationships between the level of technical literacy of instructors in career academies and student academic performance. It was also undertaken to explore the relationship between the pedagogical training of instructors and the academic performance of students. Out of a heterogeneous population of 564 teachers in six targeted schools, 136 teachers (26.0 %) responded to an online survey. The survey was designed to gather demographic and teaching experience data. Each demographic item was linked by researchers to teachers’ technology use in the classroom. Student achievement was measured by student learning gains as assessed by the reading section of the FCAT from the previous to the present school year. Linear and hierarchical regressions were conducted to examine the research questions. To clarify the possibility of teacher gender and teacher race/ethnic group differences by research variable, a series of one-way ANOVAs were conducted. As revealed by the ANOVA results, there were not statistically significant group differences in any of the research variables by teacher gender or teacher race/ethnicity. Greater student learning gains were associated with greater teacher technical expertise integrating computers and technology into the classroom...

Approved for public release, distribution is unlimited; This thesis examines the effect of officer commissioning sources on the retention of officers at two different career points: (1) At the end of the initial service obligation (MSR), and (2) at ten-years of service. The goal of this study is to help policymakers in setting and implementing personnel policies by providing information on the effectiveness of each commissioning program. The Defense Manpower Data Center in Monterey, California, provided the data file used in the analysis of officer retention. The data file contained longitudinal information on the population of officers who entered the military between 1985 and 1995. Logit regression models were used to analyze officer retention at MSR and at the ten-year point. Results indicate that retention behavior varies across commissioning programs. Significant differences in retention are observed among graduates of the Service Academies, ROTC Scholarship and ROTC Non-scholarship Programs, Officer Candidate/Training Schools, and Direct Appointment Programs. The differences are observed for all services combined and for each individual service. In most of the models, commissioning source variables are significant; however, the magnitude differences in retention between the five major commissioning sources often are not large. Moreover...

Approved for public release; distribution is unlimited; This thesis compares the performance of officers who have been commissioned through the U.S. Reserve Officers Training Corps (ROTC) with that of their counterparts who are graduates of the Service Academies. The study is intended to assist the Republic of China Department of Defense in designing its ROTC program and in establishing measures of program effectiveness. A special data base, developed by the Defense Manpower Data Center, was used as the basis for statistical analysis. The data base includes all U.S. officers who were commissioned in 1977, and allows for the tracking of officers longitudinally through promotion to 0-5. The comparison of performance focuses on promotion rates to 0-4 and 0-5 and the retention experiences of officers in all armed forces, using logistic regression analysis. The results indicate that the U.S. ROTC program is successful in attracting high-quality officers to a career in military service. The success rates of ROTC officers are especially evident in ROTC scholarship programs and in programs administered by the U.S. Air Force. The effects of various demographic variables are also estimated. Further research of U.S. ROTC programs is recommended to aid the government of Taiwan in establishing a similar system for commissioning military officers

Executive Summary North Carolina’s Race to the Top proposal outlines plans to increase the state’s graduation rate to 86 percent by the 2016 – 2017 school year. In order to reach that goal, graduation rates will need to rise in counties throughout the state, including in the state’s many rural communities. Race to the Top has the potential to bring increased attention and funding to the issues of high school graduation and dropout prevention. Even before the federal Department of Education selected North Carolina as a Race to the Top recipient state, North Carolina Governor Bev Perdue had underscored the importance of high school graduation in her “Career & College: Ready, Set, Go! Every Child a Graduate” education agenda. In light of this focus on high school graduation, the policy question for this report is: how should the State of North Carolina prevent students in rural areas from dropping out of high school? I make recommendations for how the General Assembly, the State Board of Education, and the North Carolina Department of Public Instruction (NCDPI) can take action to increase graduation rates in rural communities. The Dropout Challenge in North Carolina and Resulting Problems for the State: Only 74.2 percent of the students who entered high school in 2006 – 2007 in North Carolina graduated four years later. About 65 percent of black students...

Strong national health research systems are needed to improve health systems and attain better health. For developing countries to indigenize health research systems, it is essential to build research capacity. We review the positive features and weaknesses of various approaches to capacity building, emphasizing that complementary approaches to human resource development work best in the context of a systems and long-term perspective. As a key element of capacity building, countries must also address issues related to the enabling environment, in particular: leadership, career structure, critical mass, infrastructure, information access and interfaces between research producers and users. The success of efforts to build capacity in developing countries will ultimately depend on political will and credibility, adequate financing, and a responsive capacity-building plan that is based on a thorough situational analysis of the resources needed for health research and the inequities and gaps in health care. Greater national and international investment in capacity building in developing countries has the greatest potential for securing dynamic and agile knowledge systems that can deliver better health and equity, now and in the future.
