Esta tese pretende analisar a emergência da União Europeia (UE) como ator político relevante das relações internacionais. Para isso, avaliou-se a influência do Tratado de Lisboa na supranacionalidade da Política Externa e de Segurança Comum (PESC) da UE. No trabalho, procurou-se apresentar as teorias das relações internacionais, concentrando-se na perspectiva institucionalista para a análise da PESC. A partir daí, discute-se o conceito de supranacionalidade, para então identificar seus elementos característicos nas organizações internacionais, como a composição dos órgãos, o processo decisório, o ordenamento jurídico e a personalidade. Estudou-se também a evolução da Europa como entidade influente na política mundial, desde o Concerto Europeu, passando pela Comunidade Europeia (CE) e Cooperação Política Europeia (CPE) até as discussões que levaram à criação da UE e da PESC pelo Tratado de Maastricht, para depois examinar suas características e evoluções nos Tratados de Amsterdã e Nice. The central focus of this paper is the concept of ‘civilian power Europe’, which has been associated with the characterisation and examination of the international role of the EU for almost thirty years. The paper outlines the notion of civilian power Europe as originally formulated, examines how the idea has been used and adapted (or refuted) across time, and explores whether the idea has continuing utility in the early twenty-first century. Central to this analysis is a consideration of whether the conception of civilian power Europe was undermined by the creation of the Common Foreign and Security Policy and the subsequent development of the Common European Security and Defence Policy. The paper concludes that civilian power Europe still has empirical and theoretical purchase when the EU is considered in the context of the contemporary international relations of Europe. The aim of this paper is the study of the enhanced cooperation mechanism in the framework of the Lisbon Treaty as it applies to the Common Foreign and Security Policy (CFSP) and the Common Security and Defence Policy (CSDP) of the EU. The concept of enhanced cooperation was introduced into the EU Treaty structure by the Treaty of Amsterdam, although initially the CFSP was excluded. The Treaty of Nice extended a limited possibility of enhanced cooperation to the CFSP, while still excluding from its scope all ‘matters having military or defence implications’. The Treaty of Lisbon, at the same time as emphasising solidarity and the building of a common policy, accepts the extension of enhanced cooperation and flexibility into the defence sphere. The object of this paper, as well as outlining the ways in which enhanced cooperation has applied to the CFSP and the ways in which this will be affected by the Treaty of Lisbon, is to examine the extent to which foreign policy, security and defence lend themselves to enhanced cooperation and other forms of flexibility. The historical rise of European foreign, security, and defense policy marks an important development in European politics and world politics more broadly. Long thought unlikely to amount to much, European integration in the domains of traditional “high politics” has consolidated bit by bit since the mid-1990s, under the auspices of a common foreign and security policy (CFSP) and a pan-European security and defense policy (ESDP). Accordingly, European affairs in these areas have attracted increased scholarly interest. In a variety of books as well as journal articles, scholars from diverse theoretical and intellectual backgrounds have argued that European integration in these policy areas has gained considerable substance—while offering very different causal accounts for why this has occurred. These different theoretical and empirical investigations together produce a new field of study with its own research questions, vocabulary, and search for causal explanations. The implementation of the Lisbon Treaty assessed new prerogatives to the European Parliament (EP) on the Common Foreign and Security Policy (CFSP) and on the Common Security and Defence Policy (CSDP). This has increased the role of the EP thus changing the balance of power with other EU institutions, as the Council of Ministers, the European Council and also the new High Representative of the Union for Foreign Affairs and Security Policy (HR). This new situation conveys more powers and responsibilities to the EP and to its main actors, i.e. the political parties. Even if also national parties have their own opinions on CFSP and CSDP issues, it is obvious that their supranational and EU level organisations, the so-called Europarties, devote to the foreign policy of EU much more attention. The Balkan conflicts and broader political changes in the 1990s compelled the EU to assume more responsibility in peace operations. The EU's 60,000 strong Rapid Reaction Force (RRF) is planned to be operational in 2003. Will the EU be able to conduct Petersberg-type peace operations? This thesis analyzes policy and military shortfalls of the Balkan peacekeeping effort. Questions about the legitimacy of armed humanitarian interventions, about difficulties in common policy formulation and translation to sound military objectives are the core problems of civil-military relations in European peace operations. The case studies focus on the EU failure to resolve the Bosnian crises between 1992-95, and on the gaps between NATO policies and military objectives in the operations of 'Implementation Force' in Bosnia and 'Allied Force' in Kosovo. To construct a political union with an autonomous Common Foreign and Security Policy (CFSP), the European Union (EU) must "sooner or later" address the integration of the British and French deterrents within a credible West European nuclear consultation arrangement. However, there exists little consensus among Britain, France, and Germany on the creation of a European Security and Defense Identity (ESDI), much less the "course and speed" of integration within the EU. Indeed, the "conflict and contrast" of national interests have been most conspicuous when discussions at the highest levels have turned towards creating a combined European nuclear posture through the coordination of the British and French nuclear forces. Without a "Eurodeterrent, " an autonomous CFSP for the EU would be impractical due to NATO Europe's continued reliance on US nuclear guarantees. However, if an autonomous CFSP were realized, the EU's combined nuclear posture would have significant implications for the United States and the Atlantic Alliance. Approved for public release; distribution is unlimited; In the process of the European implementation of a Common Foreign and Security Policy (CFSP) at Maastricht in December 1991 until the Franco-British declaration on European defense at Saint-MlÌ o in December 1998, the EU's European Security and Defense Policy (ESDP) etched out the initial concept of a European Pillar within the framework of NATO expressed in NATO's European Security and Defense Identity (ESDI). The Franco-British declaration at Saint- MlÌ o demonstrated the willingness of some EU member states to promote autonomous military capabilities within the EU that enables the EU to act outside of NATO's framework. The further development of ESDP led to concern among NATO officials and US diplomats regarding ESDP's potential challenging appearance to NATO. US Defense Secretary Donald Rumsfeld expressed this concern about a growing EU opposition to the transatlantic policy of alliance. Since the end of the Cold War, the world poses a new, multipolar, political environment. Japan, a major economic power, embarked on multilateralism in the 1970s, when the unquestioned and unlimited U.S. support for Japan's one-sided economic foreign policy diminished. This process revealed cultural and traditional shortcomings in Japan's foreign policy conduct. The concept of Comprehensive National Security, created in 1980 was utilized to overcome these shortcomings, but did not succeed substantially. The European Community created European Political Cooperation (EPC) to match economic and politic influence. An immobile bureaucracy and the tendency of EU member states to retain certain sovereignty rights rendered EPC relatively unsuccessful. The EU sought to overcome these problems with the new Common Foreign and Security policy (CFSP). However, changes in decision making were marginal and consequentially did not improve CFSP in comparison to EPC. EU-Japan economics as well as political cooperation suffered from incompatibilities between the EU and Japan in the conduct of policy making. Only major reform attempts by both, leading to a higher degree of compatibility and the limitation on moderate goals offer the chance of successful cooperation. The second pillar, known as the Common Foreign and Security Policy (CFSP), introduced the need among Member States to develop a common European Security and Defense Policy (ESDP). Aimed at providing police and military capabilities to the CFSP, this idea represented a new important element in the European integration progress. ESDP was launched formally in June 1999, establishing ESDP's mission roots on what it is known as the three "Petersberg Tasks," (1) Humanitarian and Evacuation Missions, (2) Peace Keeping Missions, and (3) Combat Missions for Crisis Management. Since the end of the Cold War, multifaceted risks have constituted the main danger to the security of Europe. These range from interstate disputes and social, ethnic, religious and economic crises, to the effects of globalization on economic and ecological development. To face these risks, the European nations, unified within the European Union, are going to develop along with their common economic and financial policies a common, integrated, mutually agreed-upon security and defense policy. Last year, the British initiative to take the lead in creating a European Union defense force calls to mind the European Defense Community Treaty (EDC) of 1952, which was a remarkable attempt by Western European powers to develop a supranational European army. France's failure to endorse the EDC Treaty made it perfectly clear that France is a key actor in European security, and is crucial to the progress of a common security and defense policy in Europe. The recent Franco-British joint declaration on European defense is reminiscent of the Treaty of Amsterdam, which sketched out a new framework of a common foreign and security policy (CFSP) in Europe and will come into force this year. (Published version of EUI Ph.D. thesis, 2004.); The European Union's (EU) Common Foreign and Security Policy (CFSP) stipulates that all member states must unanimously ratify policy proposals through their representatives on the EU Council. Intergovernmentalism, or the need for equal agreement from all member nations, is used by many political scientists and policy analysts to study how the EU achieves its CFSP. However, in European Foreign and Security Policy, Catherine Gegout modifies this theory, arguing instead for analyses based on what she terms 'constrained intergovernmentalism.' Gegout's theory of constrained intergovernmentalism allows for member states, in particular France, Germany, and the United Kingdom, to bargain with one another and to make rational decisions but also takes into account the constraints imposed by the United States, the European Commission, and the precedents set by past decisions. Three in-depth case studies of CFSP decision-making support her argument, as she examines the EU position on China's human rights record, EU sanctions against Serbia, and EU relations with NATO.

This thesis investigates how the EU positions itself and receives a position on the world scene by using sanctions. Regardless of whether sanctions successfully induce target change or not, they signal distance to some actors and proximity to others. In recognition of sanctions’ deeply relational character beyond the sender-target polarity, the thesis juxtaposes the EU’s self-understandings with the perceptions of a significant bystander: the African Union (AU). The thesis exposes patterns of disagreement and consensus as concerns logics of action, autonomy and volume of the sanctions policy, as well as policy linkages between sanctions and other external actions. Europeans want the EU to play a bigger international role but while the expectations of citizens remain high the Union's capabilities have only gradually improved. Nearly a decade after the CFSP was established at Maastricht, and despite playing a more assertive global and regional role, the EU continues to move forward at a slow pace in foreign and security policy. In other areas such as trad (WTO/Doha), environment (Kyoto) and development policy (Cotonou) the record is more positive. Although the EU’s involvement in Yugoslavia was a difficult learning experience, its obvious weakness in the Kosovo military campaign accelerated moves towards an EU military capability (ESDP). More recently, the EU has become the principal stabilising actor in the Balkans, a role it has played for some time in central and eastern Europe. The events of 11 September 2001 posed a major challenge for the Union. The EU was swift to express its solidarity with the US and rush through a range of measures largely in the sphere of justice and home affairs designed to combat terrorism. Although, the military campaign against terrorism exposed tensions between the larger and smaller member states and the institutions, the EU readily agreed to provide the lion's share of the peacekeeping forces for Afghanistan and the funds for its reconstruction. The Amsterdam treaty led to modest improvements in the CFSP machinery but there is renewed pressure for further reforms to ensure that CFSP remains effective in an enlarged Union of 25 member states and to strengthen the EU's voice in the international arena. This thesis examines the dimension of normative power in Germany's foreign policy and the extent to which the contours of a changing German international identity have transformed the parameters of that normative power. It studies how foreign policy has moved between a logic of appropriateness and a logic of consequentialism in Germany's motivations for political action. The thesis is informed by social constructivism and liberal institutionalism, in that it starts from the premise that German foreign policy is inherently shaped by identity and institutions. Whereas most academic work emphasizes continuity in foreign policy after unification, this thesis argues that Germany's foreign policy has changed significantly between 1997 and 2007. This happened because policy-makers reformulated Germany's international identity thereby shaping a new framework tor foreign policy. This remaking of identity diminished the country's predominantly normative orientation and reinforced a more utilitarian approach for foreign policy-making. The thesis attempts to show how this remaking of identity was conducted and how identity change preceded the shift in the realm of foreign policy. This thesis is about French foreign policy and how it has been constrained or enabled by the European Union (EU). It applies "Europeanization" theory to French policy in East Asia, testing the extent to which three dimensions of the Europeanization process (policy convergence, national projection and identity reconstruction) are evident and mutually compatible. The extent to which EU membership and the Common Foreign and Security Policy (CFSP) make a difference to French policy and vice versa, is evaluated over the period covering the second term of President Francois Mitterrand (1988-95) and the first term of President Jacques Chirac (1995-2002). France is a core country in the European Union and has taken part in European foreign policy (EFP) projects since the founding of European Political Cooperation in 1973. At the same time, its foreign policy is distinguished by a tradition of national independence and power projection.
