This book compares internationalization issues, trends, and opportunities in higher education in selected Latin American countries at the institutional, national, and regional levels. It addresses the specific elements of the internationalization process, such as mobility, curriculum, linkages, and networks. Rather than investigating these issues in detail, however, it examines them as part of a more comprehensive overview of policies, programs, and activities at all three levels. The volume examines these elements and the broader process of internationalization in the context of the overall development of higher education. It analyzes the potential contribution of internationalization to institution and nation building, examining such issues as the implications of trade, new forms of delivery, new providers, and the relevance of accreditation and quality assurance for higher education and their international dimensions.

Since joining the Bologna process in 2005, the Armenian government and higher education institutions have made significant progress in reforming the higher education system. Despite reforms, the public perception of higher education governance and management is poor. Reasons for the poor public perception of higher education governance are primarily embedded in system-wide factors. Recent research has identified a governance structure and regulatory framework as key to the development of overall higher education systems. The study finds that underperformance of the higher education system is associated with a legal framework that lacks coherence and the entire system lacks capacity to effectively exercise autonomy and accountability.

This study examined the perceptions of state governmental officials and administrators from the state university system, community college system, and independent institutions concerning the ability of various groups to influence state-level higher education policy formation. The study was conducted in Florida for the period 1989-94. Florida has a history of legislative involvement in higher education, a unique system of state universities and community colleges, and a limited number of private institutions of higher education. This study was grounded in the works of Mortimer and McConnell (1978), Millett (1987), Marshall, Mitchell, and Wirt (1989) and Finitfer, Baldwin, and Thelin (1991).^ The study represented the application of an embedded, single-case design. A survey was the primary collection instrument. Respondents were asked questions concerning: (a) personal involvement in higher education, (b) perceptions of the ability of various groups to influence higher education policy, (c) the names of particular individuals considered key players in higher education policy formation, (d) important state-level documents, (e) personal knowledge of key areas of policy formation, and (f) emerging higher education issues in Florida. Despite the almost one-hundred-year history of hospitality-management education; the hundreds of well-established two-year, four-year, and graduate programs worldwide; and the hundreds of thousands of graduates those programs have prepared for careers in the industry, hospitality-management education’s merit and place in higher education are still questioned at times, to the dismay of hospitality educators the world over. This article delineates several features of hospitality management that make these programs valuable and unique and provides compelling arguments in its favor. The arguments include: 1) courses tailored to the hospitality industry, the world’s largest industry; 2) focus on small-business management as well as corporate enterprises; 3) emphasis on services and service management, not manufacturing; 4) programs and coursework focused on people management, which it at the core of the hospitality businesses; 5) unique focus on the specific issues of food and beverage management, the largest component of the hospitality industry; and 6) transferability of graduates’ knowledge and skill sets, which are in high demand among other service industries. The legislation concerning the financing of Australian higher education passed the Senate in the last Parliamentary sitting week of 2003. The changes introduced will begin in 2005, and after this time the system will start to move away from its current settings. It is argued in what follows that these reforms have the strong potential to change radically the policy landscape with respect to student charges. A premise of the paper is that the transformation of Australian higher education funding after 2005 is likely to be more profound than was the case with all other financing changes over the last 30 years or so. As background, the discussion offers a brief historic overview of university funding reforms: the abolition of fees by Labor in 1973; the introduction of the Higher Education Administration Charge in 1987; the major extension of user pays through the Higher Education Contribution Scheme which began in 1989; and the considerable changes to HECS implemented in 1997. While some reforms are considered to have been fundamental with respect to the incidence and nature of higher education charges for students, it is argued that the new policy arrangements are very likely to have a much greater impact. To this end, the analysis includes an explanation of the critical role played by the indexation of government grants to Australian universities. In the late 1980s the Vietnamese higher education sector was facing a crisis in terms of financing, relevance to the wider community, and its future direction. Not only did the government have insufficient finance to maintain the current system, the system itself no longer appeared to meet the needs of the country, and its employment needs in particular. In light of the difficulties facing higher education at this time, this thesis examines the changes to Vietnamese higher education and higher education policy between 1986 and 1998, and argues that the Vietnamese government began to place a new emphasis on the education sector as a means to achieving government development goals. In light of this new emphasis the government showed a definite trend towards the decentralisation of responsibilities away from the central government, in matters of finance, administration and curriculum, and in favour of the universities themselves. Universities themselves were also keen to take up new opportunities offered by the new openness in the country and initiated a number of their own innovations, with differing degrees of acceptance by the government. With the adoption of sweeping changes in the governance of university admission, namely the implementation of the university entrance exam (UEE) in July 2014, and with broader reforms supported by the World Ban The UEE reform improves governance in only one step, if a key one, in the long process to access and complete higher education: this report uses an original stakeholder assessment conducted in March and April 2014 as well as a recent nationally representative household survey to examine other steps to access and complete higher education and give voice to stakeholders’ perspectives on the new reform. Tajikistan’s education system is undergoing potentially transformative change. This report presents the findings of a Technical Assistance to the Government of Tajikistan that conducted a stakeholder assessment and used nationally representative household data to examine: 1) barriers to accessing and completing higher education in Tajikistan, and 2) how these barriers could change with the UEE reform. This research study was designed to examine the relationship between globalization as measured by the KOF index, its related forces (economic, political, cultural and technological) and the public provision of higher education. This study is important since globalization is increasingly being associated with changes in critical aspects of higher education. The public provision of education was measured by government expenditure and educational outcomes; that is participation, gender equity and attainment. The study utilized a non-experimental quantitative research design. Data collected from secondary sources for 139 selected countries was analyzed. The countries were geographically distributed and included both developed and developing countries. The choice of countries for inclusion in the study was based on data availability. The data, which was sourced from international organizations such as the United Nations and the World Bank, were examined for different time periods using five year averages. The period covered was 1970 to 2009. Madhya Pradesh is fast emerging as a repository of skilled human resource. Investment on building up of human capital is showing upward trend. The State Government has focused attention on improving the quality of higher education along with its expansion by promoting public-private partnership. Legislation for encouraging establishment of private universities is expressive of state's resolve to become a hub of higher education. The 11th five year plan has set its goals as 'expansion of enrolment in higher education with inclusiveness, quality and relevant education, with necessary academic reforms in the university and college system. The goal is to set India as a nation in which all those who aspire to good quality higher education can access it, irrespective of their paying capacity'. Expansion, inclusion and quality are thus the three cornerstones of our national goals in education. The Government has set a target of 21percent Gross Enrolment Ration (GER) by the end of the twelfth plan (2017) with an interim target of 15 percent by the end of the eleventh plan 2012. This paper explores the reshaping of higher education within a neoliberal paradigm of economic development and the implications for universities and colleges as sites of citizenship formation. The work of Torfing, in particular his critical integration of the work of Laclau, Mouffle, and Zizek, provides the theoretical framework for the analysis. After revisiting the relation between higher education and the development of the welfare state, the paper examines the restructuration that is taking place in curriculum, pedagogical method, governance, and administration. Constructivism, dominant paradigm in educational circles, the author argues, supports the neoliberal ideology within the global economy. The implications of the changes are also evident in the deregulation of fees and the sanctioning of private degree-granting institutions. The paper not only examines how the institutions are contributing to the expansion of the hegemonic discourse but also refers to emancipatory movements emerging from the areas of health, environment, social equity, and motivated by democratic concerns. Higher education has a role in political resistance.

O texto discute a questão do estado avaliador/ regulador no Brasil após a LDB/1996, focalizando as agências e instituições que julgam e definem os padrões de qualidade da educação superior (graduação). No início do governo FHC, a definição destes padrões ocorria no âmbito do MEC, pelas Comissões de Especialistas e, depois, pelo INEP. No governo Lula, foram criadas instâncias com o papel de coordenar a avaliação, sendo a definição dos critérios de qualidade, de competência das Secretarias do MEC e da CONAES. The higher education system in Europe is currently under stress and the debates over its reform and future are gaining momentum. Now that, for most countries, we are in a time for change, in the overall society and the whole education system, the legal and political dimensions have gained prominence, which has not been followed by a more integrative approach of the problem of order, its reform and the issue of regulation, beyond the typical static and classical cost-benefit analyses. The two classical approaches for studying (and for designing the policy measures of) the problem of the reform of the higher education system - the cost-benefit analysis and the legal scholarship description - have to be integrated. This is the argument of our paper that the very integration of economic and legal approaches, what Warren Samuels called the legal-economic nexus, is meaningful and necessary, especially if we want to address the problem of order (as formulated by Joseph Spengler) and the overall regulation of the system. The contemporary literature in Business Administration emphasizes the relevance of teaching innovation to future business administration professionals, in order to provide them with capacity to manage technological change environments. Aiming to contribute to this debate this article presents an exploratory study addressed to identify if Higher Education Institutions certified by CAPES in Brazil, in Business Administration – at undergraduate and technological levels - Accounting and Tourism offer courses that include Innovation as a discipline or a topic within a discipline. Methodological procedures include a comparison among the programme contents and related references. To reach a reliable database, through data mining techniques, data collection was based on Higher Education Institutions websites, and the e-MEC Database. The theoretical foundations are based on the concept of Economics Sciences, in special on the Theory of Endogenous Growth and Schumpeterian concepts of innovation-based industrial economy. As a result, it was observed the existence of a gap between perceived urgence of teaching innovation to the future Business Administration professionals and the contents of Management Sciences Programmes. In this paper, we concentrate on a special kind of CRIS, Integrated Research Management Systems (IRMS). They are defined as software component that supports all research processes, sharing a common database with the other components that are integrated within an integrated higher administration software.; We describe the characteristics of an IRMS with regard to process orientation and workflow support. Using the example of the HISinOne Research Management and Technology Transfer segment, we describe the range of functions that is provided by an IRMS. This segment is fully integrated into the HISinOne software for higher education administration. HISinOne is a technically and functionally integrated and completely web-based solution to handle processes and structures at universities.
