This paper describes the planning stages of the creation of a national level federation of archives. The Open Archives Initiative Protocol for Metadata Harvesting will be used for collecting metadata being produced by local archives using any compliant records management software. The first stage of implementation will harvest metadata produced with the DigitArq [1-3] platform in a pilot group of Portuguese Regional Archives. DigitArq relies on Encoded Archival Description (EAD) metadata to describe its collections. However, the overwhelming flexibility and complexity of EAD make the harvesting operation more complex than usual. This paper addresses possible ways of exchanging EAD records using OAI-PMH as the basis for a central repository of metadata that will enable the creation of advanced information services at the national level.

The implementation of the INSPIRE Directive will result in a Spatial Data Infrastructure (SDI) covering the 27 Member States of the EU. In this SDI, the Member States are required to create and maintain metadata for spatial data sets corresponding to the 34 themes defined in the INSPIRE Annexes. These metadata can be created using any of the 23 official languages of the EU. Thus, the development of ap-proaches for multi-lingual discovery becomes crucial. In this paper, we present such an approach as well as a number of techniques that help users to choose relevant keywords. At the core of this approach lies a multi-lingual controlled vocabulary, from which users can select keywords both when creating metadata and during discovery. During discovery, terms from this controlled vocabulary are translated into several target languages. The translated terms are used to formulate a query to a Discovery service, which returns metadata records in any of the target languages. While this approach will improve recall and precision (compared to using free-text keywords), further guidance is needed to find ¿good¿ keywords, i.e. key-words that are likely to yield satisfying results. Several techniques are presented that can be used to pro-vide this guidance to users. Relevant keywords can be identified based on semantic similarity measures as well as metadata statistics. Web 2.0 techniques can be used to present keywords to users in an intuitive way and thus help them in their selection. We illustrate the presented approach in a prototype addressing metadata creation and discovery for cross-border environmental planning.; JRC.H.6-Spatial data infrastructures

Metadata creations tools are in general surprisingly hard to use, often lacking basic features such as auto-complete, spell-check, and data validation. In addition, there is little research on how they could be made better and more efficient. The ideal metadata creation tool would make it easy to create robust, consistent metadata, and difficult to make a mistake. This presentation will examine research on data entry interfaces, look at the state of the art in metadata creation tools, and demonstrate some features that make metadata creation tools work well.

The Indiana University PCC Non-MARC Authorities Issues Group was formed in response to the Program for Cooperative Cataloging???s (PCC) call for "??? a well-articulated plan as to how [a non-MARC authorities] future could work based on [ideas from the PCC community]." Of particular interest were ideas that could serve as a bridge "between an ideal world and what [catalogers] can do now to create [that world]." In this brief paper, the group proposes many changes that may ease the transition from MARC to library linked open data with a particular focus on authority data. The group outlines policy changes that may promote robust, granular data encoding practices and encourage the addition of meaningful linkages to FRBR Group 1 and Group 2 entities. In addition to forward-thinking policies and standards, our community is in need of a strong advocate for metadata curation systems. Having proper tools will enable catalogers to focus on the intellectual activities associated with metadata creation, curation, and strategy.

Metadata lies at the heart of every digital repository project in the sense that it defines and drives the description of digital content stored in the repositories. Metadata allows content to be successfully stored, managed and retrieved but also preserved in the long-term. Despite the enormous importance of metadata in digital repositories, one that is widely recognized, studies indicate that what is defined as metadata quality, is relatively low in most cases of digital repositories. Metadata quality is loosely defined as "fitness for purpose" meaning that low quality of metadata means that metadata cannot fulfill its purpose which is to allow for the successful storage, management and retrieval of resources. In practice, low metadata quality leads to ineffective searches for content, ones that recall the wrong resources or even worse, no resources which makes them invisible to the intended user, that is the "client" of each digital repository. The present dissertation approaches this problem by proposing a comprehensive metadata quality assurance method, namely the Metadata Quality Assurance Certification Process (MQACP). The basic idea of this dissertation is to propose a set of methods that can be deployed throughout the lifecycle of a repository to ensure that metadata generated from content providers are of high quality. These methods have to be straightforward...

Metadata is a core issue for the creation of repositories. Different institutional repositories have chosen and use different metadata models, elements and values for describing the range of digital objects they store. Thus, this paper analyzes the current use of metadata describing those Learning Objects that some open higher educational institutions' repositories include in their collections. The goal of this work is to identify and analyze the different metadata models being used to describe educational features of those specific digital educational objects (such as audience, type of educational object, learning objectives, etc.). Also discussed is the concept and typology of Learning Objects (LO) through their use in University Repositories. We will also examine the usefulness of specifically describing those learning objects, setting them apart from other kind of documents included in the repository, mainly scholarly publications and research results of the Higher Education institution.

vi, 217 p. : ill. ; 30 cm.; Metadata is a key aspect of our evolving infrastructure for information management, social computing, and scientific collaboration. DC-2008 will focus on metadata challenges, solutions, and innovation in initiatives and activities underlying semantic and social applications. Metadata is part of the fabric of social computing, which includes the use of wikis, blogs, and tagging for collaboration and participation. Metadata also underlies the development of semantic applications, and the Semantic Web — the representation and integration of multimedia knowledge structures on the basis of semantic models. These two trends flow together in applications such as Wikipedia, where authors collectively create structured information that can be extracted and used to enhance access to and use of information sources. Recent discussion has focused on how existing bibliographic standards can be expressed as Semantic Web vocabularies to facilitate the ingration of library and cultural heritage data with other types of data. Harnessing the efforts of content providers and end-users to link, tag, edit, and describe their information in interoperable ways (”participatory metadata”) is a key step towards providing knowledge environments that are scalable...

Metadata represents the information about data to be stored in Data Warehouses. It is a mandatory element of Data Warehouse to build an efficient Data Warehouse.Metadata helps in data integration, lineage, data quality and populating transformed data into data warehouse.Spatial data warehouses are based on spatial data mostly collected from Geographical Information Systems(GIS)and the transactional systems that are specific to an application or enterprise.Metadata design and deployment is the most critical phase in building of data warehouse where it is mandatory to bring the spatial information and data modeling together. In this paper,we present a holistic metadata framework that drives metadata creation for spatial data warehouse. Theoretically, the proposed metadata framework improves the efficiency of accessing of data in response to frequent queries on SDWs.In other words, the proposed framework decreases the response time of the query and accurate information is fetched from Data Warehouse including the spatial information.

Most commonly DSpace is being used as an institutional repository and also as a discipline based repository. There have been attempts to extend DSpace ability to host electronic theses and dissertations like the popular Tapir and the attempt of The University of Manitoba to provide etdms metadata format. However, the user community has often expressed the requirement for other metadata formats like VRA core, IMS etc. Support for many metadata formats will greatly enhance the use of DSpace and the type of resources that could be preserved using DSpace. The task involves provision of creation of more elements in dctypregistry table incorporating new elements in the submission workflow making some of the newer elements searchable Displaying new elements in search results most importantly, exposing the newly created metadata formats through OAI protocol The recent beta version (1.2.2beta) of DSpace comes with much needed input forms with which one can define their own submission forms. This feature adds additional ability of adding any metadata format to DSpace in addition to exiting OAI-Dublin Core. This papers attempts to enumerate various metadata formats and the required element sets. Further, it provides guidelines for modifying various DSpace files for some of the popular metadata formats in use like etdms and vra core.

Does memory need a fixed place to exist? Newspapers are increasingly capturing images digitally. Included with these digital files is technical information about the conditions of the image and the conditions surrounding image capture. Technical metadata has the potential to be a valuable resource in image reproduction, management, and archiving. Nevertheless, even though digital devices capture a large amount of technical metadata, the use of such data in the digital imaging workflow is not widespread. The use of technical metadata requires a uniform set of technical metadata standards and an open encoding scheme to embed data. From their inception, image file formats, such as TIFF and JPEG, have allowed the inclusion of technical metadata tags. The Exif schema has extended the metadata inclusion capabilities of both of these formats. Additionally, XML has emerged as a standard for users to add metadata to image files. Consequently, organizations such as the World Wide Web Consortium and Adobe Systems all support XML. Moreover, organizations such as the Digital Imaging Group (DIG35) and the National Information Standards Organization (NISO) are defining standards for technical metadata inclusion. The purpose of this study was to answer two fundamental questions about technical metadata in the newspaper industry. First...
