The impact of hypertext and hypermedia on scholarly editing of our literary legacy, which is increasingly published in electronic formats, has fostered a conceptual shift from the archive as a classified hierarchical collection of texts to the archive as a decentred and reconfigurable network of texts. Another important set of questions concerns new methods for editing and organizing multimodal textualities resulting from combinations of materials and media (graphic, audio, video, digital). The convergent multimodality of digital textuality opens up a new editing and archival space for multimedia and intermedia forms of writing. In the current technological context, innovative and experimental literary forms become relevant, as many of the operations that the machine provides can be found in previous literary practices: from collages and automatic writing to narrative permutations and intermedia poetry. This issue of the journal addresses problems of representing, archiving, and publishing experimental literary forms in digital spaces.; Fundação para a Ciência e a Tecnologia (FCT)

This paper is the result of the Masters dissertation studying the role and history of scientific communication, especially the changes that have occurred after the appearance of electronic communication and computer networks. This study showed that hypertext systems are increasingly being used in the scientific and academic world in the production of electronic journals; this makes it possible for the user to rapidly access information in their area. However, these systems need to be improved to help the user during search and access to information. Both printed journals migrating to electronic media, and the exclusively electronic journals should present the current quality indicators. The attempt was made to discover whether characteristics related to printed journals are being maintained in their electronic counterparts. For this, a prototype model was developed to analyze the structure of electronic scientific journals; it composes 14 criteria expressing aspects of quality for these journals. It includes elements of Website Information Architecture and those already in place in printed scientific journals in order to ensure that basic functions - archiving and dissemination - are maintained in electronic publishing. Each criterion consists of variables...

This paper describes part of the results of recent research carried out in Brazil and the UK, which investigated the perceptions by academic social scientists of the impact of electronic publishing on theinformation dissemination process within their scholarly communities. Results showed that there have been similar experiences by both communities of researchers. Accordingly, it was observed that electronic communication in general, and electronic publishing in particular, have had an impact on both the scholarly community and the dissemination process within it. This is especially so in terms of the dynamics of interactions within the community and the pervasiveness of the electronic media in the stages of the process. It was found that the scholarly community has both expanded their boundaries and increased the interactions at international level. Moreover, the traditional model of the dissemination process, as entirely based on the print media does not exist anymore. On the other hand, an entirely electronic based model, as proposed by some authors, has not yet been fully implemented. Therefore, a hybrid dissemination model best depicts the situation so far. In this sense, the impact of electronic publishing, (that is, the formal aspects of the process –its final stage)...

Scientific communication has undergone deep transformations, since the emergence of Internet. Aiming to provide further thought on the evolution of scientific communication, this paper features a historical overview of the scientific communication advances over the last twenty years through a three-phase model for the evolution of the electronic journal and the preprints services, and presents Brazilian contemporary panorama for scientific communication. The three-phase model presented in this work is an adaptation of that one proposed by Tenopir et al. (2003) to describe the patterns of journal use by scientists since 1990. The early evolutionary phase followed the emergence of the first digital journals and the creation of repositories in the Web for publishing preliminary versions of scientific literature on the author’s initiative; by that time, most academics reproved electronic publishing initiatives. From 1996 and forward, in the consolidation phase, electronic journals were commonly identical to their print counterparts; the acceptance of the electronic format began to increase, and preprint services got underway in several disciplines. The advanced evolutionary phase started with the world discussion on open access to scientific information. The comparison of the current electronic journal with that viewed by enthusiasts in the first years of the 1990s shows that some aspects still remain to be improved in electronic formal and informal communication...

GeneClinics is an online genetic information resource consisting of descriptions of specific inherited disorders (“disease profiles”) as well as information on the role of genetic testing in the diagnosis, management, and genetic counseling of patients with these inherited conditions. GeneClinics is intended to promote the use of genetic services in medical care and personal decision making by providing health care practitioners and patients with information on genetic testing for specific inherited disorders. GeneClinics is implemented as an object-oriented database containing a combination of data and semistructured text that is rendered as HTML for publishing a given “disease profile” on the Web. Content is acquired from authors via templates, converted to an XML document reflecting the underlying database schema (with tagging of embedded data), and then loaded into the database and subjected to peer review. The initial implementation of a production system and the first phase of population of the GeneClinics database content are complete. Further expansion of the content to cover more disease, significant scaling up of rate of content creation, and evaluation redesign are under way. The ultimate goal is to have an entry in GeneClinics for each entry in the GeneTests directory of medical genetics laboratories—that is...

The digital information environment has ensured that the twenty first century will be a global watershed, like that of the fifteenth century in the Western world, for changes in the creation, distribution and access of knowledge and information. Changes however are not being reflected in the formal frameworks of scholarly publishing. In the digital information environment, the challenges will be significant ranging from information overload to a multimedia non-linear access to information. Developments in the public and private web reflect the tensions of initiatives and consequent challenges, such as currently being experienced between the increasing aggregation of multinational publishers on the one hand and Open Access Initiatives on the other. Globally publish or perish pressures have increased on researchers with the need for publication becoming the pathway to success in research assessment exercises, leading to tenure and promotion. The book and the article are no longer intrinsically a means of distributing knowledge. Depending on ones viewpoint of the Faustianbargain between authors and publishers, the scholarly publishing environment has been in crisis for a number of years. While this has been particularly reflected in the debates on serials...

Blended Learning...

Local conditions in the past often limited opportunities for scholarly exchange. But now these limits are gone and the global workplace has replaced them. It is important to react to these changes. Every academic department must now adopt new methods and rethink processes. Another is the intense national and international debate about open access to scholarly knowledge. The Open Access Initiative shows that a change is taking place in the communication process. This change is also important for service departments within research institutions. Libraries, computer centers and related units have to ask themselves how to react appropriately to the new conditions. What services must be changed or redeveloped, and in what quality and quantity should they be offered? This article focuses on changes in the scholarly publication process. It describes both technological changes and the changes needed in people's attitudes.

Biomedical publishing stands at a crossroads. The traditional print, peer-reviewed, subscription journal has served science well but is now being called into question. Because of spiraling print journal costs and the worldwide acceptance of the Internet as a valid publication medium, there is a compelling opportunity to re-examine our current paradigm and future options. This report illustrates the conflicts and restrictions inherent in the current publishing model and examines how the single act of permitting authors to retain copyright of their scholarly manuscripts may preserve the quality-control function of the current journal system while allowing PubMed Central, the Internet archiving system recently proposed by the director of the National Institutes of Health, to simplify and liberate access to the world's biomedical literature.

In the last decades, ICT development and the use of computer networks led to major changes in the way scientists communicate the results of their researches. One of the most important transformations occurred in scholarly communication through the acceleration in the unbounded disclosure of scientific information (open access). However, the adoption of new channels varies according to the scientific areas. This study is part of an ongoing research that aims to understand the impact of digital media in the mechanisms of production and dissemination of scientific knowledge within a specific scientific community: historians. This paper will look at whether and how the history journals in Portugal are adopting electronic publishing and providing open access to their contents. To operationalise the study, thirteen R&D Units were contacted and asked to provide a list of the journals published and the format used. Furthermore, the Directory of Open Access Journals (DOAJ), Latindex and European Reference Index for the Humanities (ERIH) were researched. Finally, the websites of Portuguese higher education institutions with History Departments were consulted, with the aim of identifying any periodicals that might not have been previously identified. At the end...

Electronic publishing opportunities, manifested today in a variety of electronic journals and Web-based compendia, have captured the imagination of many scholars. These opportunities have also destabilized norms about the character of legitimate scholarly publishing in some fields. Unfortunately, much of the literature about scholarly e-publishing homogenizes the character of publishing. This article provides an analytical approach for evaluating disciplinary conventions and for proposing policies about scholarly e-publishing. We characterize three dimensions of scholarly publishing as a communicative practice -- publicity, access, and trustworthiness, and examine several forms of paper and electronic publications in this framework. This analysis shows how the common claim that e-publishing "substantially expands access" is over-simplified. It also indicates how peer-reviewing (whether in paper or electronically) provides valuable functions for scholarly communication that are not effectively replaced by self-posting articles in electronic media.; Comment: 35 pages

The purpose of this thesis project was to test and to demonstrate the World Wide Web as a publishing vehicle by creating a Web presence for the School of Printing Management and Sciences. In order to reach this goal, a full understanding of the Hypertext Markup Language must first be realized. Once this is accomplished, issues regarding integration of mixed-media elements within an HTML document were investigated. Once a prototype of the HTML document was accomplished, the mixed-media elements were tested and evaluated for proper integration and contextual cohesiveness. Many issues regarding implementation of mixed-media elements, such as file size and file format were addressed upon testing. One of the additional goals of this project is a comprehensive description of the methodology for creating and maintaining a World Wide Web publishing presence. This addresses: navigational software, structuring HTML documents, hyper text linking, HTML style issues and limitations, effective integration of mixedmedia elements, inline and external image issues, testing documents, advertising documents, strategies for determining proper file sizes and formats of mixedmedia elements, integrating supplemental programs, World Wide Web Server issues...

The Standard Generalized Markup Language (SGML) has been the International Organization of Standardization (ISO) published standard for text interchange for nearly a decade. Since 1986, SGML based publishing has been successfully implemented in many fields, notably those industries with massive and mission-critical publishing operations such as the military, legal, medical, and heavy industries. SGML based publishing differs from the WYSIWYG paradigm of desktop publishing in that an SGML document contains descriptive, structural markup rather than specific formatting markup. Specific markup describes the appearance of a document and is usually a proprietary code which makes the document difficult to re-use or interchange to different systems. The structurally generic markup codes in an SGML document allow the fullest exploitation of the information. An SGML document exhibits more re-usability than a document created and stored in a proprietary formatting code. In many cases, workflow and production are greatly improved by the implementation of SGML based publishing. Historical and anecdotal case studies of many applications clearly delineate the benefits of an SGML based publishing system. And certainly, the boom in Web publishing has spurred interest in enabling a publishing system with multi-output functionality. However...

Electronic publishing systems are providing authors with a tremendous amount of power formerly only available to printers: the choice of typographic design and layout. However, many authors use this power without the proper background, with potentially disastrous results. We have developed a prototype expert system that provides users of electronic publishing systems with the printer's knowledge in computer form in one narrow area of the publishing field to aid them in preparing their publications.

Publishing has transited from traditional to Electronic format making information resources available to users without much subscription. E-publishing is engendered by the introduction of information and communication technology (ICT), this development has brought about increase in the number of scholarly communication in circulation. The awareness and rate of e-publishing differs among faculties, it based on this that this study was carried out to survey the situation of e-publishing and open access of librarians in three federal universities in Southern Nigeria, five research questions were formulated to guide the study. The methodology adopted is descriptive survey, questionnaire was given to a total population of 64 librarians consisting of librarians from the institutions understudy, the data collected from the study shows that though librarians are aware of e-publishing but they have not being publishing as should have been expected in University of Nigeria Nsukka (UNN) out of the 95% that aware of electronic publishing only 30% have published there articles electronically, in University of Lagos (UNILAG) 100% indicated that they have published electronically while in University of Benin (UNIBEN) 45.4% percent indicated yes while 54.5% said they have not published their articles electronically. On availability of open access it was discovered that they have access as a total of 84% from UNN responded Yes...
