No decorrer de vários anos de leituras e intervenções práticas, foram recolhidos ideias e eixos temáticos, alinhavados e sistematizados na troca de passes entre a arte do futebol brasileiro e seus principais narradores, a partir dos conceitos de hegemonia, sociedade civil e intelectual orgânico em Gramsci. Paralelamente, captou-se o narrador em Walter Benjamin e a sua visão sobre a modernidade. A tese abordará basicamente esses pontos. Tudo em Cenários e Personagens de décadas distintas, em espaços geográficos não necessariamente iguais ou limítrofes, mas capazes de dialogar através dos temas escolhidos. Cenários e personagens que percorrem uma trajetória iniciada na Inglaterra na segunda metade do século XIX, até sua consolidação no Brasil na década de 1960. A pesquisa estudou as práticas de Relações Internacionais (RI) vinculadas ao Desenvolvimento Local (DL) empreendidas nas cidades de Santo André (Brasil), Rosário (Argentina) e Montevidéu (Uruguai), a partir das duas últimas décadas do século XX. Procurou identificar quais foram as motivações e objetivos para essa prática. Discutiu os possíveis alcances dessas gestões municipais, que buscaram assumir uma dimensão de Governo Municipal, não apenas de Administração Municipal, inserindo-se assim na esfera política, concebendo a cidade como espaço de mudança social e de acumulação política. Para desenvolver a pesquisa e compor sua estrutura final, buscou-se teorias e conceitos sobre a cidade e o nacional, o desenvolvimento local, a disputa pela hegemonia, o Estado e a sociedade. Suscitaram-se discussões sobre as formas de dominação e as disputas partidárias que podem conformar os modelos de políticas públicas e a relativa autonomia das cidades na política internacional. O trabalho contou com revisões bibliográficas e pesquisas de campo, onde foram recolhidas publicações oficiais dos governos e realizadas entrevistas com gestores públicos e lideranças políticas. O principal critério de seleção destas cidades foi um conjunto de fatores políticos: a relevante atuação destas na Rede Mercocidades e a proximidade político-ideológica dos partidos que governavam as cidades durante a criação e o aprofundamento das inserções internacionais locais. Diferentemente das abordagens estadocêntricas clássicas que valorizam processos decisórios top-down, os recentes estudos sobre a atuação da sociedade civil internacional têm desempenhado importante papel nos enfoques que valorizam as dinâmicas de cooperação bottom-up. Dentre elas, a abordagem gramsciana parte da perspectiva de que a sociedade civil internacional é portadora de projetos hegemônicos alternativos, sendo o lócus onde se concentrariam as forças potencialmente transformadoras da ordem estabelecida. Assim, ao partir da perspectiva gramsciana, o analista depara-se com o potencial que a sociedade civil possui de transformação da realidade. Nela encontram-se os movimentos sociais que, através de sua atuação nas arenas internacionais de negociação, buscam resistir à hegemonia da globalização neoliberal. Este estudo visou compreender os 30 anos do Colégio Brasileiro de Ciências do Esporte. Para cumprir tal intento estabeleceu dois objetivos: o primeiro, de compreender a sua história em compasso com a constituição acadêmica da Educação Física; e o segundo, de compreender como determinada perspectiva da Educação Física chega à direção do CBCE, num processo de construção de hegemonia, se torna predominante somente na entidade, o que a coloca numa posição contra-hegemônica em seu campo em geral. Como os termos indicam, partimos de alguns indicativos teórico-metodológicos desenvolvidos por Antônio Gramsci, a saber, a formação de uma teoria ampliada do Estado em que a luta por hegemonia através dos aparelhos privados situados na sociedade civil ganha central vitalidade. Desse modo, entendemos que o CBCE se constituiu em sua história num aparelho privado de hegemonia, mas que não manteve sempre a defesa da mesma hegemonia. Ou seja, na medida em que passa a se constituir com o avanço da qualificação da Educação Física, especialmente, em seu segmento acadêmico, ganha novos contornos distintos dos da sua fundação que expressavam determinada hegemonia não colidente com a sociedade estabelecida. The basic premise in this article is that human beings cannot exist outside the "community", that is, outside organization, and that organization organized why not organize counter-hegemony from the bottom and start inside the dominant regime itself? The purpose of this essay is to discuss a certain way of organizing that may contribute to the construction or organization of a counter-hegemony against the current regime. The Gramscian argument is here used, that is, the construction of a (counter) hegemony occurs through the organization of consent without resorting to violence or coercion yet through ideological construction with the understanding that it is in the ideology and through ideology that a class may exert its hegemony over the others, that is, it may assure adhesion and consent (GRAMSCI, 1978). The paper attempts to show that organizations with self-managing proposals essentially carry the germ cell of counter-hegemony because they are based on horizontal practices and democratic organizations that have broken the strong hierarchical, asymmetric and clientelistic relationships which prevailed for centuries.

peer-reviewed; This dissertation analyses specific transnational Christian social forces in relation to states, societies, and markets. It is argued here that Pentecostal, charismatic, and fundamentalist Christian institutions and intellectuals constitute a globalised demographic group and transnational social identity that shares a common worldview. This common worldview is anchored by a singular meta-narrative and popular culture, and is expressed through corresponding forms of socio-political and economic activism within and between states, societies, and markets throughout the world. This phenomenon is defined in this dissertation as the Organic Pan-Christian Movement. It is argued in this dissertation that Organic Pan-Christian intellectuals and institutions are playing an increasingly important function in the production of global neo-liberal hegemony, and its precipitation into popularised forms of common sense and religion in a variety of different sets of social relations across the globe. This dissertation attempts to situate and contextualise the Organic Pan-Christian Movement within the larger discourses on International Relations, globalisation, and critical International Political Economy. This study explores how great powers not allied with the United States formulate their grand strategies in a unipolar international system. Specifically, it analyzes the strategies China and Russia have developed to deal with U.S. hegemony by examining how Moscow and Beijing have responded to American intervention in Central Asia. The study argues that China and Russia have adopted a soft balancing strategy of to indirectly balance the United States at the regional level. This strategy uses normative capabilities such as soft power, alternative institutions and regionalization to offset the overwhelming material hardware of the hegemon. The theoretical and methodological approach of this dissertation is neoclassical realism. Chinese and Russian balancing efforts against the United States are based on their domestic dynamics as well as systemic constraints. Neoclassical realism provides a bridge between the internal characteristics of states and the environment which those states are situated. Because China and Russia do not have the hardware (military or economic power) to directly challenge the United States, they must resort to their software (soft power and norms) to indirectly counter American preferences and set the agenda to obtain their own interests. Neoclassical realism maintains that soft power is an extension of hard power and a reflection of the internal makeup of states. The dissertation uses the heuristic case study method to demonstrate the efficacy of soft balancing. While the Perestroika reform movement that began in 2000 has shaken US political science, the paucity of productive methodological argument means that the dispute becomes political rather than intellectual. The discipline, like James Bond’s vodka martini, has been shaken but not stirred. The movement may change the balance of power within the profession, but otherwise leave the practice of political science unchanged. This paper is intended to help move methodological debate, with “methodology” taken in its broad sense of reflection upon the conduct of inquiry (so it also covers epistemology). The existing – now faltering – hegemony (identified with rational choice theory and quantitative methods) may be indefensible, but Perestroika may portend only an empty pluralism in its place. I discuss a critical disciplinary pluralism as a way of making the best of existing political science practice – and redeeming Perestroika’s promise. Space limitations preclude full documentation of the impoverished state of the methodological debate, though a flavor can be gained by a look at a symposium of disciplinary stars organized to address the issues raised in the Perestroikan critique, published in the June 2002 issue of PS: Political Science and Politics under the title of “Shaking Things Up? A central challenge confronting Brazilian foreign policy is its reluctance to accept measures that might restrict national autonomy. This limits the extent to which Brazil can lead and leverage the region, particularly in the face of competing visions such as ALBA and the Pacific Alliance. The issues is Brazil’s continued reliance on a consensual hegemony approach to regional relations after neighbouring countries opened space for a more assertive leadership closer to Pedersen’s model of cooperative hegemony. Although consensual hegemony allowed Brazil to establish its project in South America, by the end of Lula’s first presidential term more was being demanded and the failure to provide leadership goods weakened Brazil’s regional position. Current questioning of Brazilian leadership on the continent is found in an almost contradictory approach that sees Brazilian diplomats pushing away suggestions of assertive leadership while more concrete action is quietly taken by other regionally engaged sections of the Brazilian state.; Research for the paper was supported by Australian Research Council Discovery Early Career Research Award grant number DE120100401.

This dissertation argues that racism in Brazil is largely a product of the Eurocentrism that presides over the formation and formulation of Brazil(ianness). The ideological construction of the nation on notions of identity and difference rooted in a Eurocentric definition of modernity has translated into an epistemological division between modern subjects (the Colonial Self: the Portuguese) and subjects of modernity (the Colonised Others: the Indian and the African). That is, between subjects and objects. The objectification of the Others can be found within the realm of the social (the Other as social object: the Slave), the cultural (the Other as cultural object: the Exotic), and the biological (the Other as sexual object: the Erotic). This epistemological division enabled the hierarchisation of differences between the Civilised Self and the Savage Other(s) and the racist (re)invention of Brazil in the 19th century. This dissertation re-examines racism in Brazil by means of the analysis of the three historical events that have come to define the nation (Discovery, Independence and Abolition) as well as the so-called essence of the nation (Hybridity). This paper builds on the assumption that countries behave in such a way as to improve, via their economic strength, the probability that they will attain the hegemonic position on the world stage. The quest for hegemony is modeled as a game, with countries being differentiated initially only by some endowment which yields a pollution free flow of income. A country's level of pollution is assumed directly related to its economic strength, as measured by its level of production. Two types of countries are distinguished: richly-endowed countries, for whom the return on their endowment is greater than the return they can expect from winning the hegemony race, and poorly-endowed countries, who can expect a greater return from winning the race than from their endowment. We show that in a symmetric world of poorly-endowed countries the equilibrium level of emissions is larger than in a symmetric world of richly-endowed countries: the former, being less well endowed to begin with, try harder to win the race. In the asymmetric world composed of both types of countries, the poorly-endowed countries will be polluting more than the richly endowed countries. Esta dissertação toma por objeto de pesquisa a ação pedagógica desenvolvida pelo "terceiro setor" na Região Metropolitana de Campinas (RMC). Tendo por objetivo a análise crítica dos projetos desenvolvidos pela Federação das Entidades Assistenciais de Campinas (FEAC) e do Centro de Educação e Assessoria Popular (CEDAP), procuramos entendê-los à luz das transformações ocorridas no pós-Guerra, passando pela crise mundial dos anos de 1970 e seus desdobramentos. Entre os principais fenômenos que são a expressão desse período, destacamos a reestruturação produtiva do capital e a ascensão do neoliberalismo, com suas implicações no âmbito econômico, epistemológico e, sobretudo, educacional. A Tese apresenta a análise do contraditório processo de construção política do Programa Esporte e Lazer da Cidade no Distrito Federal e região do Entorno no estado de Goiás. O Programa foi elaborado pela Secretaria Nacional de Desenvolvimento do Esporte e do Lazer do Ministério do Esporte, inserido no primeiro Governo Lula, em seu Plano Plurianual "Brasil um País de Todos". This dissertation is at once a historical study of the emergence of U.S. hegemony through the lens of discourses and techniques of attention, and a sustained series of methodological reflections centering on how to write and think about historical dynamics of causality. Methodological emphasis is first on establishing a reconceptualization of the dynamics of scientific and commercial accumulation animating capitalist modernity. From there, this study maps the emergence of two intersecting truth technologies that I argue are central to the peculiar ways in which U.S. corporate capitalism has worked over the long twentieth century. These apparatuses of not-only scientific truth are the psychological problematic of attention as a model enabling the representation of, and intervention in, human cognition, and the Marginalist visualization of "the economy" as a welfare equilibrium.

Both technologies emerged in the final decades of the nineteenth century along with the trans-Atlantic proliferation of research universities, and subsequent re-organizations of the material bases, and representational strategies and practices, of authoritative truth-making. In the U.S., these developments effected a particular displacement and broad re-orientation of previously theological frameworks for understanding human cognition and the "Natural" order of society. I argue that one consequence of this displacement and re-orientation has been the formation of a governmental rationality of the U.S. "Market Republic" that takes the welfare equilibrium of a mass-market economy as its telos and idiom of rational order...

In the mountains of northern Thailand the constraints and restrictions placed upon 'hill tribe' people and their bodies are often counter-posed to a legendary past where people could move freely across borders, where refuge in the mountains represented freedom from oppressive state powers, and where highlanders could come down from the mountains and integrate. This paper explores how highland subjects have been transformed as the emergence of the Thai state has imposed concrete and regulated boundaries demarcating Thailand, and a Thai people. Building on historical narratives in which the freedoms of the past are counterpoised with the closely governed present, I present a more complex and contradictory picture of the national subjects in Thailand. I discuss the citizenship movement, in which activists have been fighting for citizenship status for highlanders through a strategy that seeks a place for highland people within hegemonic discourses of the nation-state and belonging. The citizenship movement establishes a new 'Thai hill tribe' subject position, formed in opposition to its constitutive outside the 'non-Thai hill tribe'. And as highlanders find new ways to fit with the hegemony of the nation-state, both more fixed and more mobile subject positions open up as Thai-ness and its 'others' are redefined.

The popular struggles that have been unleashed in Brazil from the 1960s until today can becharacterized by two major paradigms: “liberation” and “hegemony”. “Liberation” was the dominanttheme throughout the 1960s and 1970s. “Hegemony” was the word of order throughout the 1980sand 1990s. The first, represented primarily by Paulo Freire, and the second, associated fundamentallywith Antonio Gramsci, became inseparably linked in the designing of an alternative project for society.This article presents a critical analysis of their meanings on the occasion of the 10th anniversary ofFreire’s death and the 70th since Gramsci’s passing. The 2008 financial crisis, which started in the United States, had political and economic global effects. As a result, there was a new debate about the United States world hegemony, regarding that the liberal economic model apparently failed with the crisis. This paper will analyze the crisis focusing on the role of BRICS in the international context as a possible objector and reformer of the international system leaded by the United States. In the first part, the ideas of Giovanni Arrighi about hegemony will be developed, with its respective objections. In that sense, theorists like Robert Cox can help with the understanding about possibilities of hegemonic changes in the international order. Robert Keohane and Joseph Nye’s ideas on “complex interdependence” will also be used in the theoretical framework, as well as Tim Dunne analysis about the United States and the world order. In the second part, the causes and consequences of the 2008 financial crisis and their relation to the United States hegemony will be analyzed.
