Este trabalho busca analisar o problema da captura das agências reguladoras. Em primeiro lugar, ele aponta as principais funções e a estrutura das agências reguladoras. O Capítulo 2 examina as teorias que se dedicam ao problema e que entendem ocorrer, efetivamente, a captura das agências reguladoras. Neste contexto, trata-se da teoria do ciclo de vida das agências reguladoras e da teoria econômica da regulação. Essas teorias defendem que as agências reguladoras estão intimamente ligadas aos setores econômicos e, desse modo, podem gerar prejuízos ao interesse público. Todavia, nos dias atuais, é difícil definir "interesse público" e "interesse particular". Assim, esta monografia defende que a captura envolve, em verdade, o comprometimento da imparcialidade dos responsáveis pelo exercício da regulação. O Capítulo 3 é dedicado à realidade brasileira. O Sistema Agroindustrial do Leite (SAG) foi alvo de mudanças institucionais importantes nos últimos anos. Dentre essas mudanças podemos ressaltar a IN51 em 2002 e que mais tarde foi substituída pela IN 62 no ano de 2012. O objetivo da normativa foi de criar parâmetros técnicos de produção, identidade e qualidade do leite tipo A, de regular tecnicamente a identidade e qualidade do leite cru refrigerado, pasteurizado e regular tecnicamente a coleta de leite cru refrigerado e seu transporte a granel. Esse estudo pretende discutir: Quais os impactos das mudanças institucionais nas relações entre produtores rurais e laticínios no SAG do leite no Brasil? Foram utilizados como referênciais três correntes teóricas que se integram entre si. Esta tese analisa os fatores determinantes do investimento e seus efeitos sobre o crescimento econômico das nações, em geral, e do Brasil, em particular. O foco da discussão na acumulação de capital decorre do fato de que 2/3 do crescimento econômico brasileiro foi devido a esse processo. Para avaliar a questão, a tese combina três abordagens complementares: a visão teórica, a avaliação histórica e a análise econométrica. O trabalho está dividido em duas partes: a primeira trata dos determinantes teóricos do investimento e faz a análise econométrica com dados internacionais. A segunda traz a análise do crédito e do investimento no Brasil, reunindo as abordagens histórica e econométrica. Esta investigação tem como foco o novo modelo para a Educação Profissional e Tecnológica, implantado no Brasil pelo MEC, a partir de 2008 e o papel da avaliação institucional na configuração do desenvolvimento do Instituto federal de Santa Catarina. Usou-se a metodologia de estudo de caso para abordar a temática, no que diz respeito à articulação de duas legislações que simultaneamente atuam sobre esta instituição federal induzindo mudanças organizacionais e institucionais de alta relevância. Assim, os efeitos da Lei 11.892 de 29 de dezembro de 2008 que criou os Institutos Federais de Educação, Ciência e Tecnologia, com oferta de educação básica, técnica de nível médio e superior e da Lei 10.861 de 14 de abril de 2004, que instituiu o Sistema Nacional de Avaliação Superior (SINAES), constituem o núcleo das análises deste estudo. Thesis submitted as partial requirement for the conferral of Doctor of Management / JEL: M14; This thesis takes Dongfang Turbine Co., Ltd. (abbreviated as DTC) as a typical case of Chinese state-owned enterprises (abbreviated as SOEs). Case study is used as the research method, combining qualitative and quantitative analysis. Data was collected from different sources including public reports, newspapers, journals, a questionnaire survey and in-depth interviews so as to explore how the mechanisms of the institutional environment and change influence organizational culture. Through deep analysis, four stages of institutional change of SOEs, as well as the relevant basic characteristics of institutional environment, organizational culture and management style in each period have been identified. It was also found that the different institutional environments always required corresponding management styles fitting the specific characteristics of that period of time, and that the organizational culture enhanced the formation of this kind of management style through the core values historically formed across those periods of time. The Institute of Medicine (IOM) 2006 report, From Cancer Patient to Cancer Survivor: Lost in Transition (In M. Hewitt, S. Greenfield and E. Stovall (Eds.), (pp. 9–186). Washington DC: The National Academies Press, 2006) identifies the key components of care that contribute to quality of life for the cancer survivor. As cancer survivorship care becomes an important part of quality cancer care oncology professionals need education to prepare themselves to provide this care. Survivorship care requires a varied approach depending on the survivor population, treatment regimens and care settings. The goal of this program was to encourage institutional changes that would integrate survivorship care into participating centers. An NCI-funded educational program: Survivorship Education for Quality Cancer Care provided multidiscipline two-person teams an opportunity to gain this important knowledge using a goal-directed, team approach. Educational programs were funded for yearly courses from 2006 to 2009. Survivorship care curriculum was developed using the Quality of Life Model as the core around the IOM recommendations. Baseline data was collected for all participants. Teams were followed-up at 6, 12 and 18 months postcourse for goal achievement and institutional evaluations. The broad objective of this study is to analyze areas in which the climate change agenda intersects with multilateral trade obligations. The study identifies the key issues at stake, as well as possible actions -- at the national and multilateral levels -- that could help developing countries strengthen their capacities to respond to emerging conflicts between international trade and global climate regimes while taking advantage of new opportunities. The study also attempts to respond to the need for more sector-specific analysis. Chapter two contributes to the literature by exploring the economic, environmental, and political rationale underlying the potential tension between implementation of the Kyoto Protocol and the existing World Trade Organization (WTO) principles. The chapter further identifies areas where priorities for proactive policy initiatives could minimize potential damage to both trade and global environmental regimes. States can do much to tap community-level energies, and resources for development, if they seek to interact more synergistically with local communities. The broader spin-off is creating a developmental society, and polity. Using case studies from Asia and Latin America, the authors show how: 1) State efforts to bring about land reform, tenancy reform, and expanding non-crop sources of income, can broaden the distribution of power in rural communities, laying the basis for more effective community-driven collective action; and 2) Higher levels of government can form alliances with communities, putting pressure on local authorities from above, and below to improve development outcomes at the local level. Despite the growing body of literature examining the effectiveness of transparency and accountability initiatives, there remains limited substantiation for whether and how open budgeting contributes to reductions in poverty and improvements in the lives of the poor. This paper reviews available evidence and conclude that institutional changes can contribute to higher-level outcomes in certain contexts. The approach first draws from existing studies of transparency and accountability initiatives and then follows their references to broaden the evidence base. The findings highlight the importance of measuring budget transparency, accountability, and participation and tracing their outcomes along an incremental, nonlinear results chain. Logical links or ongoing loops in this sequence include the interplay or interdependency among these three dimensions; the subsequent achievement of key, often mutually reinforcing, intermediate development outcomes; and ultimately, improved program or service delivery as the key lever for influencing development impact. There is little doubt that political leaders have become more politically important over the past half century, although the extent which their electoral influence may have increased remains a matter of debate. This fundamental change in the role of political leaders has been especially pronounced in parliamentary systems based on the Westminster model. In parliamentary systems, the promotion of leader images during national election campaigns is now as prominentperhaps even more prominentthan party symbols, leading some to argue that the Westminster system is converging with its presidential counterpart (Mughan, 2000). In parallel with this change, governments and sometimes even oppositions are routinely labeled after the leader by the media and by the public, rather than after the party they lead (McAllister, 1996). Recent decades have seen a wave of institutional changes of the core democratic rules in advanced democracies. These changes include reforms of electoral systems; decentralization of power to subnational governments; the creation or enhancement of direct-democratic institutions; a rise in public subsidies to political parties; and shifts in the balance of power between executive and legislature. Nevertheless, political science has developed a limited understanding of what explains institutional change in democracies that are already consolidated. This is partly due to the lack of comparative data on the subject, with most studies of institutional change focusing on a single country, or on a single type of reform (e.g. electoral system change). Our paper seeks to bridge this gap by presenting the preliminary findings of an international research project that compared seven dimensions of institutional change in 18 consolidated European democracies between 1990 and 2008, producing a unique dataset whose content has been fully verified by national experts. This dataset provides the empirical basis for evaluating the type and extent of institutional change in consolidated European democracies, as well as developing hypotheses about the motivations and calculations behind these reforms.

This article examines the conditions under which informal institutional change between EU Treaties becomes formalised in subsequent Treaties. Recent developments in institutional theory show how formal rule changes often result in informal rule adjustments, which feed back into the formal sphere. However, I show how such feedback has not taken place in one of the clearest examples of informal modifications of the EU Treaty, i.e. the way the agenda-setting power of the European Union has developed over time. I explain this phenomenon by developing a simple framework of change and stability, which links EU bargains with day-to-day politics and looks more closely at what determines the incentives of the decision-makers to formalise informal institutional changes. The framework emphasises that whether actors have an incentive to formalise informal changes depends on uncertainty regarding how the informal institutions might be applied, the costs of formalising them and the possible side-effects that such a change might entail. In this case, the informal changes were sufficient for the member states and the Parliament and decreased their willingness to incur the costs and risks of formal changes to the right of initiative, which would significantly affect the institutional balance of the Community.

This brief highlights DFID's experience in Nigeria in adopting an issues-based approach in which its role lies more in responding to and following, rather than leading, local change processes. This shifts the donor's role to engaging with a wider variety of stakeholders, identifying groups and coalitions that are most likely to drive and achieve institutional changes that can alleviate poverty, and to designing innovative means of supporting such locally driven efforts. The paper comes to the conclusion that in environments where weak capacity is compounded by an absence of broad-based political will, donors need to develop new approaches. Development assistance that does not engage with the politics of institutional constraints, but focuses only on organizational capacity, will have limited impact in addressing poverty and may be counter-productive.

Recovering from three decades of conflict, over this last decade, Cambodia has undergone dramatic economic, political, and social transitions. Cambodia experienced rapid institutional changes as it restored peace, moved from a centrally planned to a market-oriented economy, and moved from isolation to regional and global integration. Cambodia has achieved political and macroeconomic stability, and has initiated key structural reforms. Nevertheless, Cambodia's economy remains vulnerable, and economic growth has not translated into widespread poverty reduction. With a GDP per capita of US$280, and social indicators showing little progress since the 1960s, Cambodia remains one of the poorest countries in the world. The legacies of war - the losses in physical and social capital, depleted human capital, and the remaining land mines - will continue to challenge the country's overall development in the short, and medium terms. In addition, the country's small and open economy is faced with the challenge of establishing institutions and infrastructure that will allow it to realize the benefits, and mitigate the risks of regional and global integration, in an increasingly competitive regional environment. This paper emphasizes the important changes in Brazilian foreign policy after Luiz Inacio Lula da Silva took tip the power in 2002. The paper defends the idea that it is not possible to argue that there were deep changes in comparison to Cardoso's administration. However, evidence shows that new things are happening as regards the design of a more active and clear foreign action line which led to institutional changes and to more incisive multilateral paths. This results both from the political profile of the direct operators of foreign policy and the aims of lite presidential diplomacy, The hypothesis dealt with on this paper consists on the fact that Lula's administration has not fully broken with the old administration practices, however the aims of global and regional integration are being plotted more clearly and with a higher degree of activism. This becomes clear in three aspects of the Brazilian foreign policy: the institutional framework, the practice of multilateralism and the foreign policy towards the South, the three topics analyzed in this paper.

In this paper it is analyzed the influence of the exchange rate movements on Brazil's current account from January 1995 to January 2006. The frequency of the data is monthly. The econometric treatment adopted was based on the cointegration analysis. By the application of the Divísia index the effects of the institutional changes on the calculated elasticities were removed. It can be concluded with acceptable certainty that without taking into consideration the institutional changes, the exchange rate variations exerted significant influence on the current account balance in the studied period. As mudanças institucionais que ocorreram durante as décadas de 30 e 40 do século XIX no Brasil precipitaram, para muitos autores, uma excessiva centralização do poder nas mãos do governo imperial, em detrimento dos poderes das províncias. O artigo apresenta alguns números da economia paulista durante os anos de 1835 e 1850 para refutar a hipótese de falência e, conseqüentemente, da dependência das províncias em relação ao governo imperial, mostrando as possibilidades que São Paulo teve para manter seus orçamentos equilibrados e sua economia agrícola em crescimento.; For many authors, the institutional changes that happened during the 1830s and 1840s in Brazil were responsible for an excessive centralization of the political power in the hands of the imperial government, harmful to provincial autonomy. This article presents some data of the economy of São Paulo between 1835 and 1850 to refute the hypothesis of failure and, thus, the dependence of the provinces towards the imperial government, showing that in São Paulo it was possible to maintain the provincial finances balanced and the agricultural economy constantly growing.

In an era of 'global' oceans crisis, marine conservationists have issued a resounding call to increase the spatial scale of ocean conservation. This dissertation examines the drivers and implications of recent efforts to scale up ocean conservation in places simultaneously celebrated for their revival of community-based conservation: the Pacific Islands region, the Micronesian sub-region, and the nation of Palau. Toward this end, this research engages and advances critical human geography theory on scalar politics and institutional theory on the governance of common pool resources to address the overarching questions: why and how are state and non-state actors rescaling ocean conservation, and with what social, political, and institutional consequences? These questions are approached empirically through a multi-sited case study that ethnographically tracks institutions, actors, funding, and agendas from the 10th Conference of the Parties to the Convention on Biological Diversity to five Pacific Island nations and territories, revealing the links among macro and micro level processes in diverse political and geographical spaces.

O presente artigo aborda, sob a perspectiva neo-institucional, as mudanças ocorridas em 31 faculdades, centros universitários e universidades privadas. Com corte seccional e com base em entrevistas longitudinais em um horizonte de oito anos, analisa-se quais foram as principais mudanças estruturais e estratégicas nessas organizações. O trabalho divide-se em três partes; na primeira, faz-se um histórico das mudanças institucionais ocorridas no modelo de Estado brasileiro; em seguida, realiza-se uma análise das mudanças no ensino superior no Brasil; finalmente, conclui-se com métodos quantitativos, apontando-se as mudanças estratégicas ocorridas nas 31 escolas pesquisadas. Pôde-se concluir, ainda que na qualidade de hipótese sustentada empiricamente, que os mecanismos isomórficos mimético, normativo e coercitivos são tanto fatores de homogeneidade estrutural quanto geradores de mudanças que produzem diversidade em dado campo organizacional.; Changes that took place in 31 colleges, university centers and private universities were viewed from the neo institutional perspective.
