Many public sector services systems and provider organizations are in some phase of learning about or implementing evidence-based interventions. Child welfare service systems represent a context where implementation spans system, management, and organizational concerns. Research utilizing mixed methods that combine qualitative and quantitative design, data collection, and analytic approaches are particularly well-suited to understanding both the process and outcomes of dissemination and implementation efforts in child welfare systems. This paper describes the process of using mixed methods in implementation research and provides an applied example of an examination of factors impacting staff retention during an evidence-based intervention implementation in a statewide child welfare system. We integrate qualitative data with previously published quantitative analyses of job autonomy and staff turnover during this statewide implementation project in order to illustrate the utility of mixed method approaches in providing a more comprehensive understanding of opportunities and challenges in implementation research.

The Bulgarian labor market has seen remarkable improvements in recent years and has contributed to strong economic growth. The benign environment for job creation is now changing, as the global economic crisis impacts on labor market demand in Bulgaria. Compared to the EU27 averages, activity and employment rates have remained low, and Bulgaria has significant untapped domestic labor reserves. Bulgarian pupils in school also do not acquire the necessary skills and competencies to compete in a high innovation economy. Continued available vacancies suggest that skills shortages remain a barrier to employment even during the crisis and measures to retrain and up-skill the unemployed and those at risk of lay-off is an important policy direction for the short-term. In light of Bulgaria s demographic decline over the coming decades, medium-term growth and convergence require sustained increases in labor productivity and investments in human capital. Short-term measures during the economic crisis ideally combine efforts to keep workers in employment through temporary publicly subsidized short-working hour schemes as well as the use of unemployment benefits and measures to accelerate transitions from old to new jobs. There is major geographic variation in nurse staffing levels in Liberia with the largest shortages in rural areas. A discrete choice experiment (DCE) was used to test how nurses and certified midwives in Liberia would respond to alternative policies being considered by the ministry of health and social welfare (MOHSW). The DCE methodology provides a quantitative estimate of how individuals value different aspects of their job. In Liberia we focused on six key job attributes: location, total pay, conditions of equipment, availability of transportation, availability of housing, and workload. Results were used to predict the share of nurses and certified midwives who would accept a job in a rural area under different schemes. Based on the DCE analysis there are four main actionable recommendations that emerge for improving recruitment and retention of nurses and certified midwives in rural areas of Liberia. Laboratories have historically been under supported in developing country health systems resulting in poor quality diagnosis and inadequate disease surveillance. Laboratory professionals are predominantly male with relatively limited female labor participation, with potential gender based barriers to advancement. The focus on communicable diseases has meant that funding for broader public health laboratory services has been relatively neglected. In this paper the authors present a number of strategies to address these problems based on the outcomes from a literature review and case studies conducted in four African countries. Improved registration and human resource planning are required to establish the scale of the problem and to develop country specific strategies to address skills shortages. More high quality pre-service training is needed to supply the service with suitably skilled professional staff to address the current deficit. Innovative in-service training is essential to maintain competence and collaboration is required with the private sector to utilize their expertise. A clear career structure with transparent promotional opportunities is required to recruit and retain staff in the public sector. The establishment of suitable work environments and regulatory and representative bodies will also support recruitment and retention as well as enhance quality. It is also clear that this cadre has been underrepresented in human resources for health research and more activity in this area will lead to greater understanding of the problems and provide more potential solutions.

This ex post facto study (N = 209) examined the relationships between employer job strategies and job retention among organizations participating in Florida welfare-to-work network programs and associated the strategies with job retention data to determine best practices. ^ An internet-based self-report survey battery was administered to a heterogeneous sampling of organizations participating in the Florida welfare-to-work network program. Hypotheses were tested through correlational and hierarchical regression analytic procedures. The partial correlation results linked each of the job retention strategies to job retention. Wages, benefits, training and supervision, communication, job growth, work/life balance, fairness and respect were all significantly related to job retention. Background: Current literature concludes that a global nursing shortage has a profound impact on the workplace, consumers of healthcare, on recruitment, professional development, job satisfaction and retention. In Australia, as in worldwide, the specialty of perioperative nursing has been identified as one of the key areas suffering these issues. Objective: The purpose of this study was to investigate nurse recruitment, retention and job satisfaction within the specialty of perioperative nursing. Method: A total of 8 registered nurses (RN’s) currently practicing in the perioperative field, located at an outer metropolitan healthcare facility, participated in the study. The design that was used for the study was an interpretive hermeneutic phenomenological method that was informed by van Manen (1990). Instruments with auditable reliability and validity were used for data collection. The sample’s characteristics reported in this thesis, were similar to the demographic characteristics described in recent Australian Institute of Health and Welfare reports and were of sufficient scale and scope to provide a reliable and thorough picture of the phenomena of recruitment, job satisfaction and retention among perioperative nurses. The effects of the global economic slowdown on peoples' employment and earnings are at the core of its social impacts, manifested largely through increased job uncertainties and reduced worker earnings in crisis-affected sectors, as opposed to widespread open unemployment. The global economic slowdown has been transmitted to ASEAN economies through several channels, including decreased global demand for the member states' manufactured exports; declines in key commodity prices; lower levels of Foreign Direct Investment (FDI); fewer tourist arrivals; and reduced remittance receipts from overseas migrants. The paucity of qualified health workers in rural areas is a critical challenge for India's health sector. Although state governments have instituted several mechanisms, salary and non-salary, to attract health workers to rural areas, individually these mechanisms typically focus on single issues (e.g. salary). This qualitative study explores the career preferences of under-training and in-service doctors and nurses and identifies factors important to them to take up rural service. It then develops a framework for clustering these complex attributes into potential ?incentive packages for better rural recruitment and retention. The study was carried out in two geographically diverse Indian states, Uttarakhand and Andhra Pradesh. The objective of this policy note is to examine the gender dimension of the Egyptian labor market, with a focus on identifying the scope for policies to improve female labor force participation. An update to the Egypt gender assessment report of 2003, it is envisioned as a contribution to programmatic work on gender and inclusion in Egypt, helping build evidence which can inform policy aimed at improving the participation and retention of women in the labor force. Analytical and investigative in nature, it is the hope that this note will motivate discussion and debate among stakeholders in the country. Prolonged experience of high and long-term unemployment has led many governments to a renewed interest in active labour market policies. In particular, targeted wage subsidies have been seen as a means of both directly getting longterm unemployed people into work, and improving their future prospects of finding and keeping jobs. We examine three issues. Firstly, we look at the macroeconomic theory of targeted wage subsidies, and, to a lesser extent, job search assistance, within efficiency wage, union bargaining and search theoretic frameworks. Subsidies directly increase labour demand, but we also find that their effectiveness is enhanced by general equilibrium effects from targeting: wage pressure is reduced; and the average quality of the unemployed pool rises as long-term unemployed workers are removed from it, increasing the incentives for other firms to open vacancies. Secondly we address the optimal degree of policy targeting, using an extension of the Mortensen-Pissarides job creation and destruction model. We argue that there are real gains to targeting the long-term unemployed, but also diminishing returns. Hence, as the level of policy expenditure rises, the extent of targeting should fall.
